Vintage  Yellow Canary w/ Flower Hat Grace Before Meals Porcelain Dinner Bell.
Not sure of manufacturer, but had the foil Japan sticker. It is often listed as Lefton. 
5 " tall, 2 1/2" across bottom of bell.
Please see photos. No chips or cracks but has very slight roughness on base.
